While there was no water obviously present on the rocks when the scene was photographed, the "wet" look of the foreground rocks is likely the result of the natural reflectivity of the grains of sand in the sandstone and the way these grains interact with the sky-light and the glow-light present in this scene. The "columns" had a nice repetitiveness that adds as sense of continuity to the transition from darker to lighter stone.
